I love that style too, I've seen it called "lightning-bolt shading" and "weird tumor shading" - though I'm not sure how helpful those'll be.

Anyway, I'd recommend checking out Masahito Yamashita, Masami Obari, Hirotoshi Sano and Studio OX.

Hinomars19 and Marble-V on DA do some excellent art in that style as well.
