Kei and Yuri barely qualify as cute. They're funny and attractive but they're way too wild and rude and hot to be cute, and Yuri's attempts to come off as a pure maiden are always played for laughs.

There's a handful of cute side-characters but they aren't memorable or even frequent.

The 90s version is very uneven but overall it's better than the first TV series. Not as good as the OVAs though so you might be a bit disappointed.

I think that what puts off most watchers is that the 90s series tries to distance itself a bit from the original continuity but still kind of acknowledges it in a clumsy way that some may find offensive if they read too much into it, and I'm talking about a specific character.

The second "season" is kind of boring but the third makes up for it, overall it's got more sex appeal and a more cartoonish take on a lot of stuff.

It's not too bad. The middle part feels like it lasts forever though. The TV series is not as condensed with lots of ugh, the original OVA is much better, Project Eden is fun, Nolanda is different and might be closer to the novels in tone, and Flight 005 Conspiracy is a good action movie in which the girls have bigger breasts.

It's supposed to work out that Yuri is the sciency one, while being more girly, and Kei is the tomboy. But Yuri's smarts almost never come up. So Kei just ends up dominating the show, with Yuri being more of a backup.

Kei even dominates the movie. She's the only one with an emotional element to the story. Yuri's most memorable thing is dressing up as a lizard and wearing a bikini similar to Lum.

Yeah, Yuri is less proactive, and even if she's essentially the same kind of hotheaded, superficial brat as Kei, she refuses to own it, and tries to pass as a demure and cultured maiden instead. It makes for some nice jokes, but since she doesn't really try to keep that cover up all the time, she's mostly just toned-down version of Kei with a squeaky voice, rather than a good counterpoint to her.

Flash has the advantage of giving them more different personalities, and to have them start out with a conflicting relationship. And I think it makes Yuri more interesting and stronger (even though Flash Kei is still best)

Which is not Dirty Pair. The girls are not helpless little children. They're full adults and stars of an action show. Moe blobs look like children and highlight how helpless they are.

Even this is kept fairly moderate. The girls wear what amounts to bikini uniforms but by and large it's treated pretty normal. The most you get is a bit of Yuri's butt and some feet shots in the movie mostly.

The 80s were literally the startint point of otaku pandering that you're complaining about. The 80s were filled with mindless action flicks and borderline pornographic OVAs, each filled with shallow character, cringey dialogue and nonexistent plots. Sure, there was a lot of funding in the 80s but that didn't affect the overall quality of the productions put out. For every 1 gloriously animated 80s OVA, there are 5 terribly animated shoestring budget OVAs that never made it past VHS.
You want to talk about taking chances on novel concepts? Then you should be talking about the 60s and 70s when anime was still highly experimental. The 80s was a big downgrade from those decades in terms of writing quality and experimentation. And you want to talk about the Japanese economic bubble? That wasn't even a thing until the late 80s and only lasted for 5 years. In terms of animation quality, the 90s were superior with many high profile and high quality TV shows, movies and OVAs.
The 80s were like any other decade for anime - lots of bad and some good. Touting it as some kind of golden age is just plain fucking retarded and you probably weren't even born until the 90s.

It's really under rated. At the time, it was HUGE in Western anime circles. You see a bunch of Dirty Pair references in The Next Generation. They were mostly from watching the movie.

Since then, Dirty Pair sorta dropped off the map.

Yes. The early volumes are actually fun and well-written but with a darker edge than the OVAs.
But as it went on, the art deviated more and more from the anime style, the edge got edgier and the writing stopped being fun and started being, well, American.
