Why does everyone on the federation/league militaire side eventually

Odelo and Tomache lacked the ability to utilise transform and dock etc without the advanced training the shrike team would get or Uso's space autism
So really the Gun-ez with only marginally worse power output than the victory types but likely having more simplistic controls/thrusters would work in their favour

Everyone doesn't.
Just the Shrike Team does, really.
And they're in fairly limited supply. Everyone else either pilots a Gun-EZ/Blaster or a Jamesgun, or Javelin. Only a few Shrike Team members pilot Victory types

Odelo and Tomache don't because they're not genius pilots, and they've only been training for at least 20 episodes. That's not enough to warrant a Victory type. The Gun-EZ and Gunblasters are only slightly worse.

Odelo getting killed was the one thing Tomino did right in Victory. Especially after he killed the Biker couple when he went off the rails.
