At least in pat 2 the movie if I remember correctly, it was around the time when labors were new plus that squad was quite green. If you look at the scene with respect to the rest of the movie , it is pretty much becomes the establishing shot forVillains motivations and the reason behind his actions in the movie, to shake up the Japan that has been too much indulged in peace as a direct result of defeat in ww2 in a post-war era. Or something like that .It is an Oshii movie after all, vague as fuck with deep philo stuff or Japan.
