Because he was introduced to be THE Kamen Rider. Like I said, they weren't even sure if Fujioka would even return due to his accident. When Rider 2 is introduced, he's generally just called "Kamen Rider", while Rider 1 is referenced sometimes as "Rider Hongo". Hongo leaves to Europe, and Hayato then becomes the only Rider in the show for 20+ episodes.

It's only later, around episode 40, when they bring Fujioka back that they started using the Rider 1 and Rider 2 names.

Also, Rider 2's colors were entirely different from Rider 1's original ones. (See the original Rider 1 in this picture)

The issue is that Rider 1's later suits actually were changed to add some of Rider 2's details to it, like belt color, green chest and stripes, since the show became most popular during Rider 2's run. So, when Rider 1 became the main Rider again, they gave him a design taking some elements from Rider 2.
