Because Heroes are just far worse Paladins, and if you wanted an axe using foot unit, Berserkers trump both of them by a huge margin. The only reason the axe focused classes in the GBA games have as bad a rep as they do is due to the characters who make them up not being that good, despite them being objectively better classes than the swordies in those games save for maybe 6.

He would be better off as a Fighter due to immediate hand axe use and not having to wait until promotion, as little time as that may take. Well, I can't deny that. Paladins in 6/7 are really the best all-rounder class of the series unless the focus is critical damage or just sheer overpowereness. 8 had options for great Warriors but the damage to their reputation was done by then.

I still like the Hero attack animation more than the others, though, and that Snipers/Warriors are consistently "what do I do with you people?" until past the GBA era of FE.

He's the only Hero option that doesn't require jumping through hoops, plus HMM bonuses. Outside of Marcus, the other Paladins get no HMM stacks.

Raven's not even the best compared to Dieck/Gerik, who are pretty much Raven but with better defence and con. Dieck, especially, makes physical fighting in 6 a breeze.

I vaguely remember using Warriors to draw aggro, by equipping bows so that the enemy would run into melee range, then switching back to axes.

Garcia was literally just Dorcas save for maybe slightly better growths in some areas where it didn't matter, and Ross is better off going Berserker since Colm isn't getting anything of value out of that Ocean Seal.

In return for much lower speed, which does end up biting Dieck in the ass due to 6 being the only GBA game that regularly has enemies that are a threat. Gerik at least has the benefit of being in a somehow even easier game than Raven, so his speed issues don't matter in the slightest. The con issue is also not particularly worrying for Raven, since he has so much speed he can be weighed down and still outstrip enemies.
