Bad guy from an old video game.

Basically, you run around blowing up planets to get the resources to make super bombs, while enemy workers run around blowing up planets to get those same resources to build SINISTAR. Once SINISTAR is complete, it yells threats at you and chases you around trying to eat you. It takes 13 super bombs to destroy SINISTAR, and those bombs can be wasted if something gets between you and it when you fire.

So he is a giant space robot horror that takes a dozen planets worth of material to build, is very big, and you need some pretty serious firepower to handle. Anything that cannot effortlessly destroy a planet shouldn't even bother to show up against it, and anything that can might still be in trouble.
