the colony drop was SUPPOSED to hit somewhere far more important, but because of all the shit that happened, the colony was knocked off course and fell into a place noone gives a shit about.
The Zeeks planned to drop the colony on a more important location, probably Jaburo
The feds planned to shoot down the colony in orbit but they didnt count on the neue ziel damaging the SS2

Because damaging their ability to grow food is arguably more important than just destroying their headquarters. They can just move if Jaburo gets it, which they do in Zeta.

It was almost entirely this. The Feds found out about it early on but decided to let it happen for the reason stated. Imagine Pearl Harbor, or 9/11.
