Two reasons.

1. Cause they're cheap. Remember, aside from prototypes, limited production models, and bursts of non-standard production during small wars and incidents the federation has had little reason to mass produce beyond their vanilla-fare line of GMs, Jegans etc since generally there isn't a wide-scale war the likes of the OYW again for long periods of time.

2. The GP-03 was made classified information, and most data pertaining to the whole GP line was either destroyed or sealed away tight...basically because the GP-02 had a Nuclear weapon which broke the Antarctic Treaty, and obviously they didn't want the general public to know they did that so the Dendrobium by association was probably buried because of that.

Feds never really got into the Newtype Mobile Suits or Mobile Armor business.

Mobile Armors have always been a Zeon thing. As they are supposed to be Nazi analogs. MAs are always sort of the wunderwaffen that will win them the war.

Newtypes are the Aryan Supermen. Proving the superiority of Space-noids and Zeon. Feds didn't believe or actively suppressed the ideas about newtypes.

That was crap that the Delaz Fleet was using for propaganda. The Antartic Treaty was between the Earth Federationa and the Principality of Zeon, and the Principality was officially dissolved and reformed into the Republic of Zeon at the end of the OYW. The Delaz Fleet were just holdouts refusing to admit that the war was over and that in their eyes they were the PRincipality and thus the treaty was still in effect. The EF uses Nukes later several times with no backlash over the treaty.

The Information on the GP series was removed by the Titans as part of a cover up of the incident that they had purposefully let the Delaz Fleet acquire the GP02 and the their involvement in the incidents that followed.

GP02 didn't break the Antarctic Treaty. The treaty was agreed upon between the Feds and Principality of Zeon. After the OYW, the Principality was effectively dissolved and replaced by the reinstated Republic of Zeon that signed no such treaty. The Antarctic treaty was defunct and superseded by the Granada treaty. The few zeeks that still wanted to play soldier had ungrounded objections to GP02's nuclear capability as a breach of the Antarctic Treaty for their propaganda which is ironic since it was the zeek remnants that would actively use a nuclear weapon and drop a colongy during Stardust. Even during the OYW after the treaty was signed and still active, the zeeks deployed a nuclear missile during Operation Odessa and in 0080 Commander Killing was about to launch a nuclear strike on Side 6 in an attempt to destroy Alex along with the colony.

TLDR: Zeeks are a bunch of hypocrites.
