Only by a bit, if we're to get into specifics. Since OP asked for thighs, I assumed that the Phantom's thighs with their higher ratio of thickness compared to its legs would be a better fit.

If it's solely about thigh-to-leg ratio, though, the Type-00 is the actual frontrunner. Its thighs are deceptively huge compared to its slim legs.

Of course, nothing can beat Power Dolls, that starts out as borderline excessive and only goes up from there.
