As Star Wars went on, the rebels and empire were moved more and more into the background. The Empire became simply a tool of the Sith, with a Sith being the Emperor. You can see this in the form of antagonists. Tarkin is the villain of Star Wars. All other Imperials after that are shown to be the lackeys of Sith.

Force Awakens has an Imperial who is the total bitch of Kylo Ren.

This is entirely because of the popularity of Sith and Jedi, where they started as just an element of the universe, to being the central figures of that universe. I think it becomes a case of a little too much. Sith/Jedi work better in moderation.

And Fascist military leaders make better more interesting villains than Space Wizards.

Huxley isn't Kylo Ren's bitch. They're openly antagonistic to each other. Kylo isn't at any point able to cow Hux the way Vader managed to bully his officers post-Tarkin. And Hux and Kylo spend most of their interactions sniping at each other while trying to impress Space Gollum.

Kylo and Hux are basically Vader and Tarkin if Vader and Tarkin were whiny manchildren, and also if Tarkin didn't have clear authority over Vader (unlike in ANH, where he did).
