Because it's literally all 3fps. Characters in like all of the old Toei series fit into this really ugly art direction with shitty noses and eyes, Tetsujin and Mazinger specifically. Plus, you're watching a movie jackass, of course they put money and or effort into it.

1) Kouji Kabuto is a disgusting, despicable human being. He is a misogynist, a coward, a douche, and a bully to his brother. I don't know how Toei turned such a laid-back, fun-loving guy into the Alwayd Sunny-esque monster that he was in Toeizinger, but it's a really bad representation of Kouji Kabuto.
2) TTGL is based most heavily in Getter Robo, and Kamina is a mix of Ryouma, Gai, and Guy.

It's not mecha, but I watched Lupin III part 1 recently, and the animation in that was pretty good. A lot better than some of the other 70s tv titles I've seen, like Ashita no Joe, Tekkaman, 0079 and Akage no Anne. Even better than some 80s flicks, like the first Golgo 13 movie. I think it depends on the production, really.

Well because a lot of it was bad back then.

Even Dezaki works generally had bad animation quality, but he knew how to work around it with his stylistic choices.

To be fair in regards to the latter two, the respective companies that supplied the licenses are at fault. Tatsunoko gave them rubbish scripts for Teyandee, akin to what happened with Saban back in the day. As for Toei? They're a pain to deal with in general, but at least it's not as bad as what happened to the initial Fist of the North Star movie release.
