Out of universe reason: Because the Freedom was originally going to be a powered-up Strike 2.0 with 2 different packs. Which later became 1 pack, which was then further streamlined into the Freedom.

In-Universe Reason: The Strike chassis was an ideal base to start with, and was improved and refined by ZAFT while omitting the pack system. The pack idea was later revisited with the Testament Gundam, though ZAFT never fully completed it.

The Strike is pretty much a touched up Duel, so why bother with the older version?

Justice has absolutely nothing to do with Aegis other than the command horn. It's mostly CGUE combined with Blitz.

Freedom equally has no particular similarities to the Strike besides its face. It can be viewed as largely a combination of DINN and Duel.
