Genres are meant to be as broad as possible, movies like Silence of the Lambs and Shaun of the Dead are both considered horror movies despite having radically different approaches.
While I think it would be going overboard to call Keroro a 'mecha show', it still shares aspects and references different works in the genre.
Two shows don't need to be identical in order to be of the same genre, they just need to share similar aspects. And when enough shows share those aspects, then you have a genre. Hence the Mecha genre.

It's from the Dagwon OVA which takes place after the series. It has a different art style and designs from the series. It has almost no mecha action except in the end.

I think the Dags kind of fuse/meld together to form Final Dagwon.
