I don't think it's ever explicitly said, though I think the first season had a subtitle that implied they were supposed to be valkyrie.
That said, there isn't much to support it being a rule of the universe, nor is there a statement regarding whether or not you can dupe a gear using technology. For instance, Nehusthan in episode 1 was activated using speakers from a concert upstairs. Nothing says that you can't record a gear's activation song, then play it from a phone while a guy wears the necklace. Or just by making a Kamen Rider belt.

When Genjuuro is trying to hire Hibiki he refers to those who wear the Symphogear as 'senki' which Commie chose to sub as 'valkyrie' which I don't think was a bad choice.

Obviously of the various harmonisers in the series they've all been women. If there were any boys in any of the FIS flashbacks, we can make the inference that the trait to become a harmoniser is rare in girls and rarer still in boys.
