Actually Manga is a wholly-owned subsidiary of Starz Media Corporation, the same guys who pulled off about half of Netflix's streaming catalogue after Netflix refused to pay double what they had previously been paying. They do nothing but subcontract out licenses and licensed properties, and Manga doesn't get a budget unless somebody else is paying for their releases to be completed.

Because all someone needs to do is rip the english OVA version that is available on the Japanese blu-ray. I own the boxset and it includes the Manga dub of the OVA version of the project and english subtitles (beware the engrish) for the movie version.

Apparently anime that was dubbed by Manga seems to have a soft-spot in Japan because the recently released Giant Robo blu-ray box has its Manga audio intact as well.
