That's pretty much completely false when it comes to Japanese and Chinese.
If this was only a Dynamic Pro anime, it would have been possible for a company to license it, but now that Ishimori Pro is involved, it just became a lot harder.
Dynamic Pro might be picky with who they license their stuff to, but it's even more true with Ishimori Pro.
