A big part of the Quattro persona was that it allowed him to psychologically leave behind all of the baggage and revenge that was a part of his "Char" persona. He gets called out by numerous characters, including Kamille and Kai, for basically dodging any responsibility he had in this conflict by pretending to be someone who has nothing to do with Zeon.

This is the same guy whose response to being called out on being a manipulative mass murderer is to blame Amuro for killing his girlfriend. Char is generally pretty consistent in avoiding any form of moral responsibility for his actions across all his appearances. He steps up to the plate at Dakar once, but then he goes back to his usual bullshit at the end of Zeta.
