Meteor-3 in the OG timeline was sent by the Zuvorg, not the Balmarians. What happened is that instead of using just the technology given by Zezenan (remember he was there in Antarctica, back in OG1), they also tried to use the other technologies contained within.

About the BHE itself, what happened is that Shuu saw the "trap" in the design, but chose to not disarm it, since disarming it would cause the Zuvorg to realize the Earth was much more dangerous than they thought - that is why he let the Vanishing Trooper Incident happen, but took precautions so that only a few people would remain on the test facility, and reinforced the cockpit so Rai wouldn't die (it still took his hand, though). He then used the technology on the Granzon.

Which is a bit of a problem, because it leaves her in the position of not having enough evasion or durability to rely entirely on one or the other, and she often ends up having to gamble on P-Square chances when she's up against bosses. She still does decently enough, and she makes a great support attacker, but some bosses can fuck her over pretty hard, especially since you still take graze damage on afterimage abilities. Hell, in Yukari's second spellcard, P-Square can cause Sakuya to take MORE damage than if she just takes the hit.

The idea with Sakuya though is that she is one of the few characters who can afford to go fully unfocused most of the time because she has multiple damage buffers and the L size ensures they'll always hit hard against mobs.

Between Private Square, Pattern Type and Blocking, high skill and her +20 Skill boost almost one of them is always going to go off, makes her very good for sweeping up mobs but not quite as reliable against bosses.
