If S4 is going to build off of something, all it has left is Ver's chip and what Yatsuhiro and Genjuro were talking about. Which is a shame, because one of my favourite parts of G was how it followed up on things in S1 (like the moon and relic cancer) in a logical way

She has a handstand spinning-kick like Tsubasa does later in the series, and has a few other generic kicks that could be used for L/M/H K, and spear swipes (and maybe a punch) for L/M/H P. I don't know about other command inputs though, probably a short dash followed by a spear swipe or a flying kick, and perhaps that spinning block she does when the piece of her suit gets broken and hits Hibiki as a command counter or something?

For the sake of giving her more moves I made Stardust Foton a normal move which is kept from being broken by Kanade having a red health gimmick.

She often stabs Noise and spins Gungnir like a drill, so that was a command grab I gave her. She also has a lot of times where she attacks while running, which isn't something that's often done in fighting games so that's a special move as well. And the spinny thing she used to shield Hibiki that ties in with her red health mechanic.

Supers were Last Meteor, a self-buff based on "Don't give up on living" and a high-risk Zesshou that's potentially the strongest attack in the game.

I imagined Kanade's attacks being something like Nova's, where certain special moves eat up her red health and have three thresholds of power (regular, and two based on the amount of red health taken). Example is Stardust Foton goes from a regular projectile to one that scatters a little bit to "cover the whole screen" huge, or her command grab becomes a launcher for further combo follow-ups.

The first idea I had for the Zesshou was "convert all but 1% of her HP into red health, then deal damage equal to the percentage of Kanade's empy health bar" (meaning if she has, say, 70% of her health bar not covered in regular or red health, it'll do 70% damage to anyone in the game, whether they have high HP like Nephilim or low HP like Shirabe, it does 70% of their full lifebar if it hits). But that might be very difficult to implement and is possibly a bit too powerful so something as simple as "big damage and reduces her health to 1" might be better.

Grape Noise also has a super that reduces its HP to 1 but that's a joke move

It depends. I personally don't mind them as long as they aren't so long that you need to pause the video to get the notes.

When they're really long and it's not really something that can be translated (a cultural reference, for example) then put them somewhere else like end of chapter/book (in manga) or in the ED or something. If they're unnecessary to understand the material, I think they aren't required, but they're fun for trivia.
