The Federation and Zeon are both guilty of numerous things. The Federation was initially responsible for the Zeon breakaway with their refusal to see the colonists as equal humans worthy of representation in their government. From that point it was just bad decision after bad decision until the Zabis took over and became the new conductor of the "bad decisions" train.

Then after the OYW, the Federation (specifically, the corruption within) formed the Titans and created a whole new era of bad decisions that would continue on until... uh... forever.

The theme has always been that governments are bad, mmk? The Federation and Zeon were both corrupt and evil, and had little to no interest in serving the people they represented. The people served them.

The problem was that there were more districts/representatives in the assembly from earth than all the colonies put together. Less than 20% of the population had the majority vote in government, compounded by the fact that colonists could only elect local government, their representative to the Assembly was assigned to them by the assembly, and nearly all the representatives lived on earth.

Evidence:
In ZZ, the EF straight-up GAVE Core-3 to Haman Karn, despite the fact that the people of Side-3 were so anti-Zabi that they were giving unauthorized support to the Titans in Zeta (as stated by the narrator).

The fact that the entire assembly lived on earth and didn't know/care what life was like for the colonists is stated by Blex in Zeta.
