He requied several cow sacrifices. Not the whole cow. You could still eat the meat. However he requiers the blood, don't know what for. Generally his priesthood or wealthy citizens covered the cost.
If you think about it's a pretty good deal. A thousand sacrifices or so a year and inexchange he will not destroy the population with lightening. The average country know pays for inexcess of a thousand cows worth of taxes and we still have a lightening problem!
There's something perverted about Roman mythology, it lacks some innocence that the Greek mythologizers must have had when those myths were being founded.
