I want to go long stretches of time without internet, abstain from TV, etc.
But how can I develop the willpower for this? Are there any books on the subject?

I've struggled with this vision for a while as well, not particularly in the context of reading/writing literature, but just the notion of holing up for a while and really focusing on something. In fact, think this feeling is representative of a certain underfed psychological need for depth, silence, simplicity, etc.
The problem is, and apparently you've found this as well, it's actually quite hard to do this. Long term, you should focus on changing your habits one at a time until you're living the life you want. Short term, there are two quick fixes:
- Remove even the possibility of distractions: it's not sufficient to just turn of your computer or some shit. Move to a rural area, or throw away all of your electronics. Something drastic is required if you take this route. You'll almost certainly get bored as hell, but as long as the immensity of undoing your decision is too great, you'll stick it.
- Take stimulants. I'm not talking about multi-day speed-benders without sleeping. A sane and somewhat sustainable way to do this is to take adderall or modafinil every other day or something. Make sure to take days of, or you will burn out. It still takes some willpower to do something all day, but it's possible, especially if the task is overall enjoyable and you're just trying to overcome some initial anxiety about starting.
