People tell you all kinds of fancy bullshit, but none of it actually works.
It's the same as all types of breaking habits or stopping procrastination. Just do it.
Just start writing. It might sound like shit and obvious advice, but it's literally the only effective advice you can give to people who are experiencing a mental block of any kind.

here's what i do
if i find a passage i like in a novel, i hand copy it in a journal
and focusing on writing like that usually invigorates me
if that fails to work, i read something that im not a big fan of. ideally its something thats actually talented, but flawed or somehow not to my tastes.
DFW usually works for me
and i think of how it could be changed to better appeal to me. even though thats a really immature way of thinking about literature, it gets me thinking about writing, and what i want to see written down, and it helps invigorate me

Long walks around town with headphones tuned in to something new. That helps.
In any case, if you are writing a novel, just write out a random episode in your head. Might be with no context, but joining dots together at least gives something "tangible" to think on.
