I am writing an essay on the meanigs of the word "war" and got stuck when discussing the phrase "war to the knife", which, according to the Oxford English Dictionary has both literal and figurative meaning. I need quotes for both, and already have the figurative one, and now am looking for literal one, but I'm not sure whether this one is literal or figurative.

More context is required to make the kind of sense, or to discern the sense that's being used.
As a bald statement the reference is to 'life,' as a bitter struggle, and therefore the literal meaning is being used IN A FIGURATIVE WAY. Essentially what THE ENTIRE QUOTE means is therefore Never Surrender. Or that's my guess.
