I took this two ways. Either that we have the ability to do as WE want with our innate desires or that we're only able to act a certain way and thus have no control at all. What's /lit/'s interpretation?

It means the consious cannot rule the unconsious. You need to find a harmony between the two. You may reason for example that being an engineer is what you want because it is lucrative. But if your unconsious distains it and wants to paint or be a pilot you cannot will that away and must come to terms with who you are as a whole.
Your unconsious is a great deal of you and many are unaware of it.
