Penguin's three volumes selection of his stories is great, you could just pick up the first one and read they as come.

The Call of Cthulhu is the best place to be.

I think a chart would work better by separating the Cthulhu mythos cycle with the Dream cycle stories. I feel like recommending Dream Quest in the same vein as Nyarlathotep and Call of Cthulhu might be deceptive. Moreover, At the Mountains of Madness right after Dagon might be a bit rough considering its verbosity and relative length. I usually suggest working up to it from Call of Cthulhu > Shadow Over Innsmouth > At the Mountains of Madness

By the way, start with the Cthulu mythos, clearly his best stuff. If you really like that, proceed with the dream cycle stories involving Randolph Carter, then the macabre stories and eventually the rest of the dream cycle (which i found quite bland though)
