I'm having SO MUCH trouble paying attention when I read. Any suggestions/hacks to reading faster or concentrating? I just wanna finish IJ before I die.

I usually put on field recording of rain or a storm.
You can also try any other abstract noise or anything you can't think about.

read a better book
If you don't understand the passage or footnote your reading just move on, see if you can infer a meaning by reading ahead. If you can't it's best to just put the book down.

look for the joke, every technical passage will have some nuggets of jokes both low brow and "high brow", just go for it, look for the fun parts, happy jesting

Don't read. Reading is for pseudos nowadays. You got videos, audiobooks, blogs, feed in facebook. Why do you need more?
Read slower in smaller portions, sentence after sentence. No speed reading bullshit. Also your brain can't simultaneously speak and listen - read as if you were reading out loud.

No hacks, but meditation helps with this sort of stuff, if it's a concentration/anciety problem. On the other hand, you don't have to finish it if you don't want to or if you're not enjoying it

stop looking at screens
turn off radios at home/in car
listen to music sparingly
stop watching porn
exercise
meditate
eat well
sleep well
think of your brain like a flexing muscle as you actively work to maintain a linear stream of thought and produce visual imagery based on the text
