Each action has a purpose for driving the story. Everything is a building block and connected to the rest of the narrative.
Everything in your novel has to have a purpose behind it with the intention of showing what you're attempting to say.

You can't edit a plot into existence, only edit a better one out of a poor one.

1. Put all of the scenes in serial order.
2. Re-read your entire manuscript at least once, ideally three times.
3. Ask yourself
a. do any interior or exterior struggles emerge from these scenes?
b. do any of these scenes form interesting patterns that comment on the characters situations?
c. what scenes do neither of these things?
4. Cut everything that isn't a or b. If you have neither A or B you need to start over from the beginning.
5. Re-read your manuscript once or twice more and add any connective material needed.
