Would it damage picture books to store them horizontally/stacked like this in a drawer? I'm out of space for them on shelves and need a way to store them but also keep them accessible for reading.

Picture books are best preserved by submerging them in olive oil, seriously, the oil preserves the natural chemical bases of the ink and paper.

Doesn't matter anon, as long as it's a dry space you'll be fine. My mother still has some picture books from when I was a child and they're fine in a box under the stairs for the time being.

Depends of if they're heavy and how big the stack is. Too heavy and you could damage the spines. Make sure to stack largest books on the bottom and stick to a few at a time.
If there's too much weight the covers could stick together and it would get really bad
