Say "X is a PROBLEM, because..."

Also, only use the term Problem if you're actually going to propose a Solution, or at the very least feel a Solution is needed. Problems go hand in hand with Solutions.

Also be as specific about the Problem as possible. "Teen Sexuality is a problem..." is a dumb way to start a conversation. "Teenage Pregnancy is a Problem and the Solutions are..." is a better way to start. Jump straight to actual problem you're going to discuss, not a larger category around the problem.
