Is it possible to produce a literary story involving mecha or will it be forever confined to the naval gazing realm of military sf?
Everything is possible

Literally MGS.
Depends on who builds the mech.
I was compelled to read up on Astroboy,it being a mech of sorts, and saw it was built by the Ministry of Science,or more accurately by its director to replace his dead son. So I can picture a scientist whipping one up to assist in exploring the universe, but a military wanting to co.opt it.

Throw a few Metatron and Nelaphim references in there and you'll be good.
It's not even navel gazing, it's just wank. There's almost no practical applications for "mecha" in warfare.

if you're posting on lit, you probably aren't smart enough to write a "literary story". write your idea and have your publisher put it where it belongs

The Forever War, by Haldeman has a powered suit which and is bretty gud.
A gundam style mech would be pretty hard to justify, however I doubt it is impossible and will probably at some point happen.
