Perfect statesman?
Claudius himself says more than once that the people of Denmark love Hamlet so much that he can't be put on trial for Polonius' death. The commoners also invade Elsinore and try to proclaim Laertes king. I think that we can safely infer from this that Claudius is not particularly popular with anyone, and for good reason.

Coupled with Fortinbras' invasion I have a hard time seeing Claudius as a brilliant ruler but more one whose (usurped) grip on power is tenuous and in constant danger of completely falling apart, necessitating a bunch of desperate madcap schemes. Everything he does in the play is clever on paper, but none of it actually works.

Doesn't this describe all of Hamlet, though? Hamlet's plan to prove that Claudius murdered his father is a madcap scheme. Laertes' revenge plan is a madcap scheme. It's schemes piled on top of schemes, into a tower of schemes that awfully collapses in the last act.
