Depends on the timeframe and the kind of writing, multiple names come to mind for German.
Goethe for sure, but later? Personally I'd say Kafka, although his mastery of the language is technical rather than strictly beautiful. ETA Hoffmann and Novalis are nice as well

Really? I'm halfway thru Vol. 1 and I like his writing, but I'm not amazed.
My vote goes to comfy Gore Vidal in his nonfic. He's witty and light, but cruel to his enemies.

Actually, it's a predicate placed at the beginning, but this doesn't save its being incorrect (the copula is what does this sentence in). One could write- Whom do you mean? and be correct, but not- Whom is that?
