Your initial question is loaded-on-purpose; on the contrary, Foucault is pretty readable to begin with, and not as obfuscatory as, say, a Derrida.

Something relevant to the loaded-ness of your thing: I once saw it claimed somewhere on this site that Foucault confided to someone (or in an interview, etc) that he himself really wished that he could be even more straightforward with his prose and presentation, but that French academic culture simply and absolutely required its people to be just a little too "cute" and "complex", to keep up appearances. Thus, if the anecdote is really true, then some of Foucault's writing style could be down to his drive to keep competitive in the French academy where he was raised, spent his life, and dwelled.
