It wasn't. 1984 was nothing but the description of stuff that started to happen in Soviet Russia about ten years before Orwell wrote the book. Orwell just alienated it with some dystopian elements.
The craziest thing about 1984 is that it's not about the future but the past/presence of the year 1948.
