What's the best file-format for writing a diary?

just make each chapter its own document and you're fine
alternatively you can go for .txt or some fancier program but I'd advice against it

I write everything by hand into a notebook first and then type it into libreoffice writer using .odf
Literally plaintext files are the best for simple diary purposes or use some simple markup language if you want to add a bit of structure and export to html or something nicer to read that plaintext. Fire up vim and go nuts. Markup languages are especially great for note-taking. YAML, Sphinx, Org-mode, GFM, AsciiDoc are just couple examples, there's ton of them
For books use LaTeX.
