The early libertarian movement was more ideologically diverse, Murray Bookchin (eco socialist, left localist, inspiration to the Rojava revolution) was even invited to speak at LP meetings. Capitalism has become an all pervading and rather inhuman force, much like the authoritarian states of old, so imo tru localism would require economic and political changes as well

That doesnt change the fact that NH or VT or ME localism reflects grassroots libertarianism that very clearly is not supported by some black funding initiative. Or if it is, it certainly is quiet and well done.
