Does it make sense to say how this society will work without knowing amything about factors such as: the culture we're talking about; in what year the revolution will explode; what are the resources and characteristics of tha time, etc.

What you're asking is an example of perfect political theory, wich has literally never happened, not even when we take in consideration the system, we live under now.
What instead he can do is to criticize the crime of the current system, and educate the masses thoroughly on what this system actually looks like when you look at it on a global scale.
It's almost a clichè at this point "showing people the actual, uncensored and unbiased datas is enough". When you look at his body of works you will find almost no anarchic propaganda, only critics on actual atrocities and censorship, that any ethical man may make.

But I hope there's no suggestion (and the common misconception that he is a philosopher at times reflects that there often is) that Chomsky's (and academia's) political theory is philosophically-based. It's a set of assumptions, which are able to be challenged in the same way Chomsky likes destroy a lot of powerful assumptions.

Another thing is that if people were to claim his best bits are amoral cold objective descriptions, that is problematic when you consider that objective knowledge isn't valued in itself. Especially, political knowledge, is used towards a philosophical goal. It's like how so much of the nazi and many 19th century science is not only dismissed for being outdated, but also because it served a disliked philosophical objective. tl;dr knowledge is always serving a philosophical goal, and to sidestep a philosophical basis for your work is to be willfully blind towards that. I think Foucault perhaps tried to point this out to Chomsky, albeit with his atrocious ability to communicate clearly (and he wasn't even the worst of his kind).

A comprehensive history of "analytic philosophy".

1. All philosophy has been analytic, from the beginning of philosophy (quite simply because that's what all philosophy, indeed all thought, consists of: analysis).

2. Nietzsche arrives on the scene. Anglo-Saxons do not understand his analysis, ergo it is not analysis. Also, he made fun of them repeatedly for not being able to understand him. This at least they understood.

3. Anglo-Saxons: "Screw the priggish continentals: We will make our OWN philosophy." (= "The continentals are mean to us, so we won't play with them anymore.")

4. Wittgenstein's On Certainty. Illegible rubbish, but it set the tone for all future "analytic philosophy".

5. No one pays attention to the Anglo-Saxons' illegible rubbish, while book sales and star status of the continentals (many of whom are charlatans indeed but at least not boring) are soaring.

6. Finally Rorty turns around and proclaims the end of "analytic philosophy". "I wish I'd read less of our autistic bullshit and more novels instead."

7. According to the Anglo-Saxons, then, novels are the culmination and ultimate expression of philosophy.

8. And that's where Anglo-Saxon "analytic philosophy" stands to this day. Nothing more than a gigantic reaction movement to Nietzsche calling them names and making fun of them.

Nietzsche is close enough to Hegel for this to be irrelevant. If they cared to, Schopenhauer and Nietzsche had already taken issues with Hegel.

But the point is, OP was calling Chomsky a philosopher. For me that implies the holistic approach. So if Chomsky is not even an analytic philosopher, then he is clearly not a holistic one.

I would argue the opposite: love him or hate him, it can't be denied that Chomsky is an impressive thinker with an enormous range. linguistics, philosophy of language, philosophy of mind, logic, political theory, history, etc. if holism is what you're looking for, then Chomsky is more deserving of being called a philosopher than most narrow "analytics."

Chomsky's intellectualism is as socially acceptable as complaining about how the government is a patriarchal system. It might annoy patriots and right wingers, but those people are ideologically nonexistent at his level of discourse. Culturally influential people don't get upset by Chomsky, at most they'll disagree.
