French was the "Language" before English became super prominent.

If you were a diplomat in the 18th century you knew French or you weren't a diplomat. French was the language of romance and culture.

Cultures appropriate foreign terms when the concepts are expressed more interestingly or precisely in a foreign tongue.

Or they may simply like the language.

With regard to using French to seem cultured, specifically, France has a reputation for having a culture which is more associated with the leisure than nearly, if not absolutely, any other country.

Being "cultured" is associated with being wealthy, or well-educated (but even being well-educated is associated with wealth), and wealth is associated with leisure and many of the leisurely staples of French culture.

For example - fine cuisine, art, fashion, wine, and cinema. All of these things are the concerns of a wealthy nation, and by association, a cultured one.

Another reason for the use of French terms is it's similarity to English, which is due, at least in part, to the French occupation of England which brought many French words into the English lexicon, or caused many French words to become anglicized.

All the nobles spoke French and English was considered to be a base and petty language.
That's also why in English the words for animals tends to be simple and more tied to the germanic roots "cow, pig, deer" while the meat is tied to the French, "beef, pork, venison."

You can talk about various points after this that contributed to it, but really, this is the origin.

While what you say is true it is hardly an adequate explanation because it ignores the immense prestige that French has had over non-Anglo people which is closer to what OP is asking for.
