I have a billion ideas on my head but I can't organize them properly to make something coherent, and because my writing skills are high school-tier.

Read more about rhetoric, logic and philosophy. This shall help you organize your thoughts and be precise.
Journal. Just write down your thoughts as you get them leaving a space between topic and organize by the day you wrote it.
You will find after awhile, you have themes or topics.
If you are techy, you can set your editor or word processor to HTML and then go back and hypertext tag your thoughts by topic. Otherwise you can copy/paste into new documents titled by the subjects you end up writing about.
Anyway, after awhile you will see you really only think about certain things.
I have written three monographs simultaneously doing this.
This is the best method I know for those whose thoughts come too fast, and creativity comes in spurts.
Oh, and forget all that logic shit. Logic is a rhetoric best left for post priori presentation and persuasion. Setting schemas by using them in inductions or deductions ruins narratives.
