If that's the whole sentence, no. There's no subject. If there was an independent clause leading to this, followed by a colon (just one example), then yes.
I also wouldn't use a colon where you did. Not sure if that matters. I'd use a comma. I don't think it's incorrect though. They should be used sparingly/only where they are really needed.

Oh, okay. That makes more sense. I use them with relative frequency, but I'm never sure if they're 100% correct. I always imagine them as an arm holding out an extra phrase, as if it's saying, "one more thing."

Yes, it's fine. A colon is basically an arrow, indicating an example or further clarification of the first clause follows. A semicolon is a hinge, joining to independent clauses together more closely than a period.
