Why do people accept that genre writers like Lovecraft, Tolkien, and Hammett have literary value but not Jorge?

Lovecraft wasn't thought of highly in his time. Not sure but possibly the same with Tolkien - can't remember. Only when they died literary value was seen.
But since Jorge is actually already popular, maybe he will never be considered as high literature.
Because Lovecraft and Tolkien do write with skill whereas GRRM writes slushy prose on par with Stephen King?

Every time. Just finished reading At the Mountains of Madness and its his same exact story only stretched out.

It's because of their intents. Tolkien, and to a lesser extent Lovecraft, are writing with a "literary" motivation in mind. Tolkien wants to craft a mythic history for the Anglo-Saxon nations derived from his invented languages. Lovecraft wants to express the supreme terror he feels from the Other and from a universe that moves completely independent of human action. They have bigger goals, so to speak, and their writings are means to achieve those goals.
By contrast, near as I can tell, Martin merely writes to entertain. Like so many other modern fantasy writers--Sanderson, Rothfuss, etc.--all they want to do is amuse and titillate. That's ultimately the bright line between literature and popular media. It's the intent to entertain rather than do something profound.
