Well, if you feel like arguing the point, I would say that Teddy doesn't quite fit in the category you are trying to describe (my kneejerk is Reagan doesn't either, but I honestly dont know enough about the man to argue the point). In Teddy's case, the public attention and popularity of his antics/persona kinda came after he established himself as a public servant. In other words, he was a public servant that the public chose to sensationalize/endow with celebrity rather than a celebrity who the public chose to endow with political power a la Trump and arguably Reagan.
