reread the first few books will you. the ideal city is just an extended image used to explain the nature of justice to glaucon and adeimantus after thrasymachus insists that the unjust life is more profitable than the just one in book one. at the end of book one, you see socrates use the image of an unjust city that enslaves others to show that if it was truly unjust then it could not have functioned at the most basic level of interpersonal relationships between citizens thus not being able to profit off injustice. the image then gets extended throughout the dialogue. the ancients also called the book "on justice" for a very good reason. the laws is the only explicitly political text in plato's corpus. just because the phaedrus has images of chariots does not mean its about chariots, right?
