Well, that was written by a moron who was probably fired from Penguin or something. I mean, he puts Dover over Penguin. Dover just publishes whatever translation is in the public domain. Penguin actually owns translations. Also, Oxford and Clarendon are the same publisher. Nothing about Penguin necessarily prevents it from theoretically having the best translation of a philosophy book. They're just a publisher. You have to take these things on a case by case basis.
