This is patently and unequivocally false. While meter has been ousted more and more recently, poetry has historically been predicated on meter while rhyme is only relevant to poetry in a small handful of languages.

Rhyme was unheard of in English poetry itself until English lost its inflection system around the time of the Norman Conquest, and even then its rise to prominence has only happened in recent centuries.
