A combination of the length (it's the longest of his works, I believe) and the name itself, I think. The name probably makes many think it's a dreary book, even though it's not.
It's perfectly balanced. Not coincidentally, it was published at the exact midpoint of Dickens' writing career, well after the initial exuberance of Pickwick but before the ultimate bitterness of his later years.

I've noticed that it is often assigned reading in universities. Bleak House and Hard Times tend to be his most taught novels... Bleak House for courses on novel theory and Hard Times for courses about social issues.

Like history of the novel and its forms. So you might have Don Quixote or extracts from Don Quixote followed by Pamela, then a little Austen, Dickens, Conrad, etc. with some critical theory. Usually the course is titled "The Novel" or "The English Novel."
