Its a catchall term for all fiction books. But for books that have no set genre, people just call them literature.

Genre fiction places setting above characters or story in most cases.
Compare:
"I want to write a sci-fi novel about the Galactic Federation fighting a world-ending threat"
to
"I want to write about a man struggling with inner turmoil, and maybe he escapes misery by hooking into a dream world after he comes back from asteroid mining"
or something along those lines. Genre fiction aspires to be a well-told story as a best case scenario, literature attempts to affect the reader and raise questions as well.
Postmodern novels frequently take genre fiction and subvert it by making it literary. If you've read any of these basic examples you might already know the difference.
The Road -> Dystopia
Book of the New Sun -> Sci-Fi
Crying of Lot 49 -> Detective Thriller
Compare these to more traditional examples in their genres and you'll immediately see the difference.
