How good are these editions usually? Are they better than Penguin Classics?

They're certainly more durable. I find the introductions/foot notes/appendices/other critical crap is usually more interesting. Translations vary like with all publishers.

I find that Oxford are on balance generally better than Penguin, but it depends on the work in question. For example, the Oxford edition of L'assommoir by Zola is the best, but for Germinal the Penguin translation is better.
